Road to Resilience is a ground breaking new report by Jinnah Institute which examines how vulnerable communities in Pakistan experience, withstand, and recover from compounding climate shocks. It introduces the country’s first district-level Resilience Index and sets out a structured policy roadmap for government, development partners, and the private sector.

Drawing on primary fieldwork with over 330 Pakistanis across 36 focus group discussions and 24 key informant interviews, the report moves beyond vulnerability assessments to define and measure resilience from the ground up. It makes the case that social capital, long absent from Pakistan’s development planning, must be treated as a funded and measurable public investment.
